1. What is your evaluation of Dr. Kizer’s leadership of the VHA? What specific decisions and actions do you identify to inform your assessment?
2. How well is the VHA performing in 1998? What criterion matter most in your assessment?
3. What would you advise that Dr. Kizer do in his second term? Or, what advice would you offer his successor?
4. What, if any differences do you see between effective leadership or general management in a large government organization, versus in a business organization?
