Strategic planning at its essence is the process of making difficult choices among competing priorities and focusing the organization’s limited

resources on the areas that will yield the greatest payoff. For strategic planning to be effective, that focus must be maintained throughout the

process—and especially in this transition from vision to goals. (p. 78)
