  1. Instead, read the document while considering only the history we have studied the last couple of weeks. Why did James Madison want to protect these specific rights? What events was he responding to?

Given what you know about the role of protests in the Revolution, what do you think Madison meant by “peaceably” (peacefully)? Did he mean it had to be quiet?
