Issue Background

In 2013 the Supreme Court heard a case (Shelby County, Ala. v. Holder) challenging Section 5 of the Voting Rights Act of 1965 (VRA) which required that states with a history of discrimination get approval from the Justice Department or a special court for any changes to elections or voting laws. One of the points emphasized by the plaintiff, Shelby County Alabama, is that federal monitoring of states’ election practices is no longer necessary since things have changed from the time the VRA was passed. In its decision, the Supreme Court sided with Alabama.

Review the sources in this week’s module to learn more about this case and changes in voting laws in some states and then do the following:
