According to Ferry, what recent developments in world trade have made it urgent for France to have colonies? What arguments against imperialism have been raised by Ferry’s critics? How does he counter them? What non-economic arguments does Ferry offer in favor of imperialism?

The paper should include: A comment as to the historical context in which the comments were made
Responses to questions the comments raise
A personal evaluation of what you think the out come of those comments might be.

JULES FERRY: ON FRENCH COLONIAL EXPANSION (1884)
The policy of colonial expansion is a political and economic system . . . that can be connected to three sets of ideas: economic ideas; the most far-reaching ideas of civilization; and ideas of a political and patriotic sort.
In the area of economics, I am placing before you, with the support of some statistics, the considerations that justify the policy of colonial expansion, as seen from the perspective of a need, felt more and more urgently by the industrialized population of Europe and especially the people of our rich and hardworking country of France: the need for outlets [for exports]. Is this a fantasy? Is this a concern [that can wait] for the future? Or is this not a pressing need, one may say a crying need, of our industrial population? I merely express in a general way what each one of you can see for himself in the various parts of France. Yes, what our major industries [textiles, etc.], irrevocably steered by the treaties of 1860-1 into exports, lack more and more are outlets. Why? Because next door Germany is setting up trade barriers; because across the ocean the United States of America have become protectionists, and extreme protectionists at that; because not only are these great markets . . . shrinking, becoming more and more difficult of access, but these great states are beginning to pour into our own markets products not seen there before. This is true not only for our agriculture, which has been so sorely tried . . . and for which competition is no longer limited to the circle of large European states . . . . Today, as you know, competition, the law of supply and demand, freedom of trade, the effects of speculation, all radiate in a circle that reaches to the ends of the earth . . . . That is a great complication, a great economic difficulty; . . . an extremely serious problem. It is so serious, gentlemen, so acute, that the least informed persons must already glimpse, foresee, and take precautions against the time when the great South American market that has, in a manner of speaking, belonged to us forever will be disputed and perhaps taken away from us by North American products. Nothing is more serious; there can be no graver social problem; and these matters are linked intimately to colonial policy.
Gentlemen, we must speak more loudly and more honestly! We must say openly that indeed the higher races have a right over the lower races . . . .
I repeat, that the superior races have a right because they have a duty. They have the duty to civilize the inferior races . . . . In the history of earlier centuries these duties, gentlemen, have often been misunderstood; and certainly when the Spanish soldiers and explorers introduced slavery into Central America, they did not fulfill their duty as men of a higher race . . . . But, in our time, I maintain that European nations acquit themselves with generosity, with grandeur, and with sincerity of this superior civilizing duty. I say that French colonial policy, the policy of colonial expansion, the policy that has taken us under the Empire [the Second Empire of Napoleon III], to Saigon, to Indochina [Vietnam], that has led us to Tunisia, to Madagascar—I say that this policy of colonial expansion was inspired by. . . the fact that a navy such as ours cannot do without safe harbors, defenses, supply centers on the high seas . . . . Are you unaware of this? Look at a map of the world.
Gentlemen, these are considerations that merit the full attention of patriots. The conditions of naval warfare have greatly changed . . . . At present, as you know, a warship, however perfect its design, cannot carry more than two weeks’ supply of coal; and a vessel without coal is a wreck on the high seas, abandoned to the first occupier. Hence the need to have places of supply, shelters, ports for defense and provisioning. . . . And that is why we needed Tunisia; that is why we needed Saigon and Indochina; that is why we need Madagascar. . . and why we shall never leave them! . . . Gentlemen, in Europe such as it is today, in this competition of the many rivals we see rising up around us, some by military or naval improvements, others by the prodigious development of a constantly growing population; in a Europe, or rather in a universe thus constituted, a policy of withdrawal or abstention is simply the high road to decadence! In our time nations are great only through the activity they deploy; it is not by spreading the peaceable light of their institutions . . . that they are great, in the present day.
Spreading light without acting, without taking part in the affairs of the world, keeping out of all European alliances and seeing as a trap, an adventure, all expansion into Africa or the Orient—for a great nation to live this way, believe me, is to abdicate and, in less time than you may think, to sink from the first rank to the third and fourth.

Police and the Law IP

Scenario Part 1

On March 12, 2014, at approximately 2200 hours, the Sunnyville, Utah Police Department received a 911 call of an armed robbery at 201 SE 2nd Ave. Upon the police arriving on scene, Victim 1, Luke Roberts, had been shot in the head and deceased. Victim 2, Liam O’Neil, was pistol-whipped. Both victims were robbed of their cell phones and wallets at gunpoint. Liam O’Neil was able to identify both suspects and the getaway vehicle. A short distance away, police stopped the suspect vehicle with two Caucasian males that matched the description provided by Mr. O’Neil. After the two suspects were positively identified, they were arrested and brought to the police station for interviews.

Before the police interviewed the suspects, they read them their Miranda rights. Suspect 1 refused to speak to the police, invoked his Miranda rights, and stated that he wanted a lawyer. The police began asking Suspect 2 specific questions about the crime. Suspect 2 stated “I’m not sure I should talk to you,” but then hesitantly proceeded to answers questions, making several incriminating statements.

Scenario Part 2

The police conducted a second interview. As Suspect 2, Keith Hopkins, waited for the detective to speak to him again, he appeared to be deleting messages from his phone. As the second interview began, Hopkins admitted to hiding the stolen property from both victims inside his residence located at 1106 SE 9th Ave. He stated that the victim’s property was hidden in a laundry basket in his bedroom. He also stated that Suspect 1, Steve Chapman, hid the gun used in the robbery in the attic of his house under the insulation. You suspected that there may also be additional evidence in the house, but Keith Hopkins will no longer provide you with any information. The police asked Mr. Hopkins for consent to search his residence, but he immediately remembered an episode of his favorite police show and refused to give you permission to search his house for the evidence.

As the lead detective, you have decided to secure the residence, and you proceed with a search warrant. Using fictional details of your own choice, draft an affidavit and search warrant.

Be sure to include a detailed description of the residence, items to be seized, and an affidavit of probable cause to search the house.

After you execute the search warrant, you recover the victim’s property inside the residence. Answer the following:
•Describe the next steps.
•Explain how you would process the evidence. Include mention of documentation that you will need for the execution of the warrant.

History

What do “Petition of Committee on Behalf of the Freedmen to Andrew Johnson” and “Sharecropping Contract” suggest about competing definitions of

black freedom in the aftermath of slavery?

Your response must be between 300-500 words, have proper parenthetical citations (author) or (Foner, #), and consist of the following three

parts (an introduction, body, and concluding sentence). Make sure your paper is in 12 pt font Times New Roman and double-spaced. If you are

going to use quotes or reference to specific information, you must cite your information. Failure to do so might result in accidental

plagiarism.

Option 2 – Substance Abuse at Rocky University

Substance abuse has always been a problem at colleges and universities. However, some are alarmed by the recent misuse of prescription medication and by

the legalization of marijuana in some states. Many businesses are concerned that substance abuse will impact them if graduates (future employees) have

developed a pattern of substance abuse while still in college. An article reported that 46% of U.S. college students have been involved in some type of

substance abuse.
Substance abuse has been a concern of the president of Rocky University for several years. Some faculty members in the university believe that substance

abuse is more widespread at Rocky than at other universities, while other faculty members think that substance abuse is not a major problem in the

college. To resolve some of these issues, the president of the university commissioned a study to assess the current substance abuse behavior of

students at Rocky. As part of this study, an anonymous exit survey was administered to a sample of 90 students from this year’s graduating class.

Responses to the following questions were used to obtain data regarding three types of substance abuse.
1. During your time at Rocky, did you ever participate in binge drinking?

____ Yes
____ No

1. During your time at Rocky, did you ever abuse prescription medication?

____ Yes
____ No

1. During your time at Rocky, did you ever use any type of illegal or illicit drug (not included in questions 1 or 2)?

____ Yes
____ No
Any student who answered yes to one or more of these questions was considered to have been involved in some type of substance abuse. The complete data

set is in the file named Abuse, linked at the bottom of the page.
Managerial Report
Prepare a report (see below) for the president of the university that summarizes your assessment of the nature of substance abuse by students at Rocky

University. Be sure to include the following seven (7) items in your report.
1. To summarize the data, compute the proportion of all students, the proportion of all male students, and the proportion of all female students

who
a. Participated in binge drinking.
b. Abused prescription medication.
c. Used illegal or illicit drugs.
Then comment on your findings.
2. Develop 90% confidence intervals for the proportion of all students, the proportion of all male students, and the proportion of all female

students who were involved in some type of substance abuse.
3. Develop 90% confidence intervals for the proportion of all students, the proportion of all male students, and the proportion of all female

students who participated in binge drinking.
4. Develop 90% confidence intervals for the proportion of all students, the proportion of all male students, and the proportion of all female

students who abused prescription medication.
5. Develop 90% confidence intervals for the proportion of all students, the proportion of all male students, and the proportion of all female

students who used illegal or illicit drugs.
6. Conduct a hypothesis test (using either the p-value approach or the critical value approach) to determine if the proportion of all students at

Rocky University who were not involved in some type of substance abuse is less than that of all U.S. students elsewhere. Use α = 0.10.
Do not forget to include the correctly worded hypotheses.
7. What advice would you give to the president of the university based upon your analysis of the data? What is the magnitude of the issue? What

would you recommend for both students and faculty? What is the potential impact on relationships with the business community and what would you

recommend? How can this study be improved?
As with all written assignments at CSU-Global, you should have in-text citations and a reference page. Be sure that your report contains the following:
• A title page in APA style.
• An introduction that summarizes the problem.
• The body of the paper should answer the questions posed in the problem by communicating the results of your analysis. Include results of

calculations, as well as charts and graphs, where appropriate.
• A conclusion paragraph that addresses your findings and what you have determined from the data and your analysis.
• In-text citations from a minimum of three sources in addition to your textbook. The CSU-Global Library is a good place to locate these sources.
• A reference page.
Be sure to submit your Excel file as well.
NOTE: Submitting your Excel file will aid in grading with partial credit if errors are found in the paper.

Question
What is the relationship between the speaker in “Alzheimer’s” and the man to which she’s referring in the poem? Do these two people have a cordial, loving relationship? If so, how do you know?

Respond to this answer
Just by knowing the title of the poem, I already had a good feelings about the topic of this reading. So after the first 2 lines of the stanza, I had no confusion at all. The poem starts out a bit harsh mentioning “the crazy old man” and “a book he sometimes pretends to read,” almost like the speaker has a sarcastic tone in his or her voice. The poem then leads to the time and place when the man with alzheimer’s is taken home, “this is his house. He remembers it as his.” I happen to have an aunt who is beginning to suffer from dementia, and she is able to recall memories in past years but she cannot obtain any event or person she has met in the past couple of months. The speaker comes to explain how the man “remembers the walkway he built between the front room and the garage..the car he used to drive…He remembers himself.” This shows that the man is able to recollect his time in the house he built, as well as his youth and how he used to love music. The emotion of the poem turns almost heartbroken as the speaker mentions that the man must “decide who who this woman is…welcoming him in.” At that point I start to think that it is not the wife/lover who is the speaker of this poem, but perhaps the daughter or son of the man. If the man can recall his youth and the days he built his home, then I believe that he can remember his kid(s). Someone who is his immediate relative would have had to pick him up and discharge him from the hospital to bring him home.

present research relating the critical thinker to the modern, globalized world. In this assignment, you need to address the following items in

separate sections with new headings for each:

Identify the global societal problem within the introductory paragraph and conclude with a thesis statement that states your proposed solution

(s) to the problem.
Describe background information on how that problem developed or came into existence. Show why this is a societal problem, and provide

perspectives from multiple disciplines or populations so that you fully represent what different parts of society have to say about this issue.
Construct an argument supporting your proposed solution(s). Be sure to consider multiple disciplines or populations so that your solution shows

that multiple parts of society will benefit from this solution. Provide evidence from multiple scholarly sources as evidence that your proposed

solution is viable.
Interpret statistical data from at least three, peer-reviewed scholarly sources. Do this by discussing the validity, reliability, and any

biases; identifying the strengths and weaknesses of these sources; and pointing out limitations of current research and attempting to indicate

areas for future research. You may even use visual representations such as graphs or charts to explain statistics from sources. Evaluate the

ethical outcomes that result from your solution. Be sure to provide at least one positive ethical outcome as well as at least one negative

ethical outcome that could result from your solution, and explain at least two ethical issues related to each of those outcomes. It’s important

to consider all of society.
Develop a conclusion as the last paragraph(s) of the essay, starting with rephrasing your thesis statement and then presenting the major points

of the topic and how they support your argument
