Bill, a close friend of your parents wants to start a business. Your parents refer him to you since you are presently working on a

technology related degree. In your first discussion, you discover the following facts:
• Bill has been a sales representative for a major restaurant supply company for many years.
• His prior skills are very low tech. He drives from city to city, visiting restaurants and either provides his customers with

supplies, or visits new restaurants to try and convince them to purchase supplies from him exclusively. He phones his orders in to the

manufacturer, and other than accounting for his expenses while on the road, he does no record keeping.
• Other than basic email skills and a vague familiarization with Microsoft Word Bill has little or no experience with existing

communications technologies or software applications.
• Bill’s business plan is to start a new restaurant supply business in his home. He wishes to spend more time at home and travel much

less than he did in the past. He knows he will sometimes be required to travel to negotiate deals or meet with clients, but he would prefer

to be able to do all this at home whenever possible.
Bill has already implemented the following actions:
 He has found an accountant who has agreed to help him set up his accounting system. (Do not consider any accounting software for

this assignment. The accountant will provide that.)
 He has contacted six different restaurant supply companies and negotiated a fee and commission arrangement that will allow him to

represent them and sell their products.
 He has found local training and certification company that has classes in all the major software packages (Apple OS, Windows 7/8,

Word, Excel, etc.), which will allow Bill to start classes immediately.
Although Bill has minimal technical skills, he does know what he wants. As the discussion proceeds, the following items are added to the

plan:
o Budget: Bill has funds for the start up, but the budget has some limits. He doesn’t want the fastest, biggest or best, but he will

spend what it takes to have equipment that will suit his needs.
o Security: Bill has heard horror stories about computer information being hacked, and he wants your assurance that his business

information will be secure, if he follows your suggestions.
o Hardware: Bill knows of no special requirements for hardware, but he does know he will need to store somewhere between two and

three terabytes of catalog information from the companies with whom he will be working. He needs to be able to access this info at all

times from any location. He has no knowledge or preferences about hardware and says he will go with what you recommend.
o Operating System and Software: Bill feels comfortable with the Windows environment, and prefers not to learn another operating

system.
o The Cloud, Wi-Fi, Mobile Computing: Bill has no idea how these technologies tie in to his business, but he does know he needs to be

able to do the following from his home office, from his car, or from any remote location: Check his email and compose/send emails at any

time, place a supplies order via the Internet to any of his suppliers, be able to answer phone calls, and be able to set up video

conferencing phone calls.

The Proposal:
Prepare and submit a proposal to Bill that gives your suggested solution to his business plan. Provide Bill with the details of what he

needs to purchase in order to have what he needs to conduct his business using today’s technology. Make sure you include the following

items in your report:
1. Hardware: What items of hardware (computer, laptop, tablet device, telephone, etc.) should Bill purchase. For items like a

computer, include minimum specifications for all major internal components. Justify the need for any major hardware items recommended.
2. Operating System: With the recommended hardware, what operating system choices are available and which would be best? Why?
3. Other Technologies: Include the details on any peripheral devices and technologies that you propose (“The Cloud”, mobile computing

devices, Bluetooth, wireless networking, etc.) and explain how they fit into the business plan.
4. Software & Training: List the software applications that should be purchased. Include the training courses that Bill should attend

to gain basic skills in the software packages you recommend.
5. Cost: Provide Bill with an estimated cost for him to implement all of your suggestions.
Your proposal will be evaluated using the rubric below. Make sure you read the rubric and have a clear idea of what is expected.If there

are any additional questions that you would have asked Bill be sure to note them as you explain to Bill what networking options he has so

that you can explain what additional information could change your suggestion if any.

Gus DiCesare, the Hilltop County sheriff, appeared before the County Board of Supervisors today. He made an unusual and unique proposal that he says will

save the county money—and help beautify it, all at the same time.
He proposed that trustees in his county jail should be taken from the jail six days a week, Monday through Saturday, to clean the countys roadways of trash

and other debris.
He said all he needs is a truck to take several inmates to roadsides in need of cleaning and to haul away the debris. The trusties will wear their regular

jailhouse uniforms: bright orange in color.

They will work in crews of 8 or 10 and will be guarded by 2 armed officers with radio communication. Sheriff DiCesare admitted, “Any time you work

prisoners outside the institution, there is always a slight risk of escape. So, we’re not going to put Jack the Ripper out there. I think all work just

fine.”
He said that he’s not worried about escapes, however. He thinks they are highly unlikely. Those chosen won’t be high-risk inmates. He explained that

inmates on the road crews will be trustees carefully chosen by his staff.
Corrections officers will screen inmates who have been sentenced, weeding out sex offenders and those guilty of assaults and other serious crimes. Likely

candidates will be those convicted of theft, fraud, drunken driven, writing bad checks, and petty larceny and minor drug offenses, for example.
DiCesare added, while seeing how the program works initially, the crews will work in more remote areas of the county. He further explained that all the

trusties will be serving sentences of less than a year and, if they escape, they would be liable for sentencing of up to five more years in a state prison.
The county used road crews until the l970s.
Officials abolished them then because some people began to complain that the county was exploiting the prisoners and that it was degrading for them to work

along roadways where everyone could see them and know they were criminals. The sheriff said he was a deputy then, and many inmates were unhappy when the

county abandoned the practice.
He did, however, acknowledge that the program had some problems. “We had a few who managed to escape, and until we were able to track them down there was

quite a bit of panic among residents.”
While other jails and prisons pay nearly a dollar an hour, these will be paid about 25 cents an hour for their work. Also, for each month they work, four

days will be taken off their sentence. The sheriff said he does not expect a problem finding volunteers. Most inmates like to work, he said. It makes their

time go faster.
A lot of them would work seven days a week if you let them, anything to get out of their cells, he said. Prisoners inside the jail, helping with the

cleaning and cooking there, are also paid 25 cents an hour, and money for some prisoners’ salaries is already budgeted in the Sheriff’s Departments annual

budget.
Kerwin Dawkins, head of the county’s Public Works Department, was also at the meeting and supported the idea. He agreed to provide all the necessary

trucks. He said he likes the idea because the county needs crews to clean both roadways and parks and, since the labor costs are low, the plan will save

his department money as well as benefit the public.
Dawkins further stated that he firmly believes that the program will also be popular with the public because people will like to see the jails inmates

work. If successful, the program will expand to include more inmates and more trucks.
However, County Supervisor Leonard Lopez said he strongly opposes the proposal. “There is a good reason we discontinued this practice years ago,” he said.

“It’s nothing less than exploitation of prisoners. We have an unemployment rate of nearly 10 percent in the county. Surely there are plenty of unemployed

residents who would be happy to do this work.”
The use of prison labor is morally repugnant, Hilltop Justice Center Director Michael Collins told supervisors.
“This idea is being presented as beneficial to prisoners,” said Collins, who served 15 years in Upton State Penitentiary. “I know from personal experience,

that inmates are pressured into working. Prison staff make life hard on those who refuse to go along. “
The Justice Center is a non-profit organization that advocates for prisoners wrongly convicted.
“If the program was truly voluntary and workers were paid the minimum wage, this would be great program. But paying laborers 25 cents an hour is close to

slavery. Let’s don’t go back to the bad old days.”
Supervisors will discuss the proposal at next month’s meeting and likely will decide then whether to accept or reject it.

He is known for his authorship of economic literature and has been a nationally syndicated radio commentator, a newspaper columnist, a Los Angeles television commentator and an occasional magazine essayist. From 1978 to 1992, more than 200 radio stations carried daily broadcasts of “The Midnight Economist” written and delivered by Allen.

“I’m so ticked off, I’d like to flee,” cried Mouse Karl.

“Sorry to hear of your tick and flee problem,” responded Mouse Adam. “What is the cruel cause of
your current crisis?”

“Poverty!” shouted Karl. “There is too much of it, and it could be so easily eliminated But the callous
fat-cat members of the community don’t care”

“There is poverty,” said Adam soberly, “even in this land of relative milk and honey. But I had not
supposed that it could be easily and quickly corrected simply by civilized concern.”

“Sometimes you seem innately inane,” snarled Karl with patient gentility. “People are poor because
of low income; most income is received as wages; higher wages thus mean greater income; so we can
get rid of poverty by sufficiently raising the legal minimum wage.”

“You do make it all seem pretty simple-minded,” replied Adam wryly. “Just what is a ‘sufficient’
increase in wages? Would a wage of around $5.50 an hour be ‘sufficient’? For a person working forty
hours a week for the entire year, that would mean an annual income of just over $11,000.”

“80 be bolder,” boldly suggested Karl. “Make the minimum hourly wage $6 or $7, which many
beginning and menial workers are already getting.”

“You call that bold?” chided Adam. “Make it $45 or $450 an hour!”

Karl twitched his tail nervously. “We have to be realistic,” he grudgingly suggested. “Not many would
be hired at wages that high.”

“Precisely,” confirmed Adam. “What is income to the worker is cost to the employer. It is not good for
one’s economic health-whether he be a consumer or a supplier-to pay more for something than it is
worth. The market value of labor services is determined by what the worker does, how well and
attractively he does it, and how many other workers are available to do the same thing. Unhappily, some
people are not in a position to offer labor services which the community values very highly. If government
then makes it illegal for those people to sell their services at low market prices, the services will not be
bought. Pegging wages above market levels reduces the already limited competitive powers of people
who are young, untrained, inexperienced, or otherwise disadvantaged. Pricing workers out of the labor
market-denying them both income and work experience-is a pretty peculiar anti-poverty program.”

Karl was crestfallen but no longer so confused. “Well,” he sighed, “if there is to be employment only
at market-determined wages, and if market wages reflect economic productivity, then evidently the only
way to raise wages is to increase productivity. We will live better only it we produce more. And we can
become more productive. But that will require much sense and commitment and investment-and time.
No politician’s quickie gimmick of market subversion will make us wealthy.”

consistent with the claim that an even higher minimum wage would reduce low skill employment?

2. Why are the very lowest skilled workers the ones most likely to be harmed by an increase in the

3. How could raising the minimum wage reduce on-the-job training for minimum wage workers, slowing
the growth in their wages over time?

4. Why might higher-paid, more skilled workers find a higher minimum wage for low-skill workers in the
