Policy Briefing Paper

It is very important that this paper is written on the level of a graduate student. Pay close attention to grammar and word choices.
For this paper, you will assume the role of a staff member for an elected policymaking body, such as a city council, a county commission, or a state legislative or Congressional committee. In that role, you have been asked to prepare an economic policy briefing paper for the group.

For the briefing paper, the policy topic is the Supreme Court decision from June that overthrew state bans on same-sex marriage.

Each of the policy areas mentioned above is very broad. When preparing your briefing paper, you should narrow your focus to a particular policy within the policy area. Your policy can be a specific law, ordinance, legislative proposal, regulation, or court decision. You should provide an authoritative source for the policy, for example, a city code, state statute, administrative regulation, or federal law.

Your briefing paper will include the following major sections related to your specific policy:

1. A detailed description of the policy on which your paper will focus, including primary source materials.
2. An explanation of the position that would follow from the classical liberal, radical, and modern liberal theoretical perspectives for your specific policy.
3. The position preferences related to one political party associated with one of the economic theoretical perspectives. For example, the Democratic Party is most closely linked to a modern liberal or to a radical theoretical perspective, while the Republican Party might be most closely linked to the classical liberal perspective. This section should include an explanation of your rationale for linking the particular party you selected with the theoretical perspective you have chosen. You should also note similarities and differences between the theoretical perspective and the party position related to your policy. Does the party follow a particular perspective, or does it combine elements of the perspectives?
The briefing paper should accurately describe the contesting views of appropriate economic policy. In this paper, you should not express a personal preference for a specific policy. We will leave the choice of policy outcomes to the elected officials for whom you are preparing this report. Your goal is to both provide the members with concise, accurate summaries of the key theoretical arguments related to a specific policy, and to demonstrate how one perspective gets translated into a political party’s policy position.

You are writing sections of the paper that explain how proponents of each theory would view the policy being analyzed. In describing the application of each theory to the policy, you should put yourself in the position of someone who supports the theory. So, for the classic liberal section, you should explain not only how the theory applies, but why proponents of the theory think their view is best. For example, classic liberals argue that their principles will produce the best economic outcomes. You should make that case, even if you disagree with it.

If you offer your opinion of the theories, make sure you do so based on evidence. Don’t praise or denigrate the theories using inflammatory language. Your assessment should be logical, not emotional. The sources used for each perspective need to be from scholars from that view.

key internal factors

For the organization where you work ideas about strategy and their framework to identify the key internal factors that are likely to have implications for enterprise performance and strategic goal accomplishment. In Week One you looked at your organization’s mission, vision, values and key objectives and began the process of evaluating strategic alignment. Now you will take this a step further and examine more systematically the resources, capabilities, systems and processes, and other internal factors that are important for successful strategy implementation. Later in the semester, (in week 7) you will have another opportunity to apply what you have learned to your own situation but your focus will then be on external factors and forces and their implications for both your industry and your organization.
For this week 5 paper, submit your work in your assignment folder in the form of a 2,500 word (approximate) double-spaced APA formatted report. The title page, abstract, reference list, and appendices are not included in this word count. (Note: Supplementary information should be placed in Appendices rather than in the body of the paper.)
Scenario: To tackle this week’s assignment, assume you are in the role of an internal consultant who is able to couple your knowledge about strategy with the excellent research and analytical skills needed to fill any gaps. Imagine your boss, who knows you are taking this course and are almost finished your graduate management degree program, has asked you to put together a report that will help the executive team gain a richer understanding of the organization’s resources and capabilities and the extent to which these might be leveraged for competitive advantage. During this conversation your boss says, “The things you have been telling me about strategy and this VRIO framework have made me look at things differently and make me want to learn more about where we stand with respect to the value, rarity, imitability of our resources and capabilities, and whether we are organized as well as we should be. I want you to look at our current situation and share any recommendations you may have as a result of your analysis.” He adds, ” I know I can count on you for a strong objective analysis that relies on independently verifiable evidence. I think it will help you to be objective if you rely only on information that is publicly available rather than “digging around” in any of our confidential organizational documents. I hope I can use your report to put together a presentation for the executive team. If you do a good job with this it might also prove useful for a briefing for our Board. Remember, this is not something I want shared with others until I have a chance to read what you have found.”
As you leave this imaginary meeting with your boss, you take comfort in knowing that your report is actually just for your professor who is required to treat everything you will share as confidential. You also remind yourself that because this is for academic credit you will need to include and cite sources to relevant scholarly and professional work. These things said, you look forward to the opportunity to apply what you are learning to your own organization and practice using your “consultant’s eye.”
1. Begin your research process by clarifying your organization’s current corporate/enterprise-wide and business-level strategies. As you will recall, these are the prevailing shared assumptions (or theories) about how the organization will be able to achieve or maintain competitive advantage. This is something you began thinking about in week one. You may find this resource provides some useful reminders and additional guidance:
2. Recall from Barney and Hesterly’s Chapter 2 that you can apply the Resource-Based View (RBV) to help you identify both the tangible and intangible assets your organization may be able to use to accomplish its intended strategies.
3. Identify internal resources that are or may be critical for implementing the organization’s strategy and analyze the extent to which they are recognized as such. Preform a preliminary analysis of the extent to which the resources you identify qualify as valuable, rare, costly to imitate, and whether your organization has the capability to leverage them for competitive advantage. Note that, while there will be important differences, the criteria apply equally to organizations in the public, private, and non-profit sector. Your analysis will be preliminary because you will have an opportunity later to conduct a more comprehensive evaluation of your organization’s situation compared with its competitors, which will be part of your task in week 7. You will also think more about value creating options as you read additional chapters in our textbook.
4. Consider and discuss the things that may make your organization’s potentially valuable and rare resources and capabilities difficult for others to imitate. Use Value Chain Analysis to help you deepen your understanding of the relative value of the resources and capabilities you have identified. Seek objective and independently verifiable evidence of potential rarity of the resources and capabilities.
5. Analyze the extent to which your enterprise is organized and managed to fully exploit its key resources for competitive advantage. Consider, for example, whether the organization’s structure, size, operations, and key systems align with and are therefore likely to support successful accomplishment of the strategy.
6. Present a preliminary summary of your organization’s strengths and potential (or currently verifiable) competitive capabilities. Also summarize the organization’s weaknesses. (Note: You will have an opportunity to revisit and complete a full SWOT analysis, including threats and opportunities, as part of your week 7 paper.) Put your summary in a table and include a brief narrative explanation of your supporting rationale.
7. Extend your analysis to include a preliminary discussion and analysis of your organization’s business-level strategies. Consider whether you organization currently uses or might use a cost leadership strategy (gains an advantage by reducing or keeping costs lower than others). : Trends: Critical Analysis

In chapter 12 of the text (pages 539-552), 12 trends are identified and discussed. After reviewing these, identify Trend #13 and #14 based on your review of the class readings (i.e. identify and explain two trends that the authors failed to recognize). Also explain why your two trends are critical to recognize, providing source documentation to support your trends/viewpoints.

Introduce the general area of study and identify the theoretical context within which your
research will be developed by discussing the discipline(s) and or field/s of study relevant to
your research. This means outlining the key theoretical area(s) you will draw upon to enable
you to find out what it is that you want to know (e.g. underpinned from the social sciences;
arts and humanities; life, health and physical sciences). In addition, you will need to
contextualise your research in terms of the literature of your subject area. What we are
looking for here is an indication that you understand and have done some research into the
wider theoretical context.
Developing the context is just one part of this section; you are building a case / rationale for
the study area. Why is this study important, which theoretical areas support this? Can you
identify any gaps in current understanding that help you build the case for this research
study?
In this section you could outline the main aim of the study (also see section 4).
3. Literature review (approximately 700 – 900 words)
Here are demonstrating that you are aware of what has been and what is currently being
written about your topic (i.e. the academic literature, Government documents, media
coverage). We are looking for you to make links between a body of literature and your
proposed area of study and in so attempt to identify any gaps in knowledge. A PhD thesis
arises from original research leading to new knowledge or a significant contribution to
existing knowledge. If, at this stage, you have some thoughts on how your research is likely
to contribute to knowledge then include details in your proposal. This section should include
citations which are compiled into a reference list at the end of the document (see point 7).
4. The research questions or hypotheses (approximately 200 words)
Having told us what you want to study and why, and then illustrated these ideas with
reference to a body of literature, the next task is to distil your ideas into a tentative set of
research questions, hypotheses, aims and objectives (as per the underpinning discipline
requires) that are manageable and achievable within a normal PhD timeframe (see 6 below).
5. Research approach/ methodologies / methods (approximately 400 words)
There will be many research approaches open to you. In your proposal, suggest the
methodological approach that you might take and make a reasoned case as to why the
research questions you have

A full time PhD should take three years to complete, although you may require more time to

The behavioural based checklist is a tool for measuring workplace safety. It highlights risky behaviours identified at the workplace and can be used as a training guide for employees.

Evaluate the workers at your current workplace by conducting a generic Behavioural Based Safety Observation. Identify at least FIVE (5) behaviours at your workplace. You may make your observations based on the elements written in Part 2.
Give at least 3 to 5 examples of behaviours under safe and at risk scenarios. Present all your findings in a table format and discuss them.

Part 6
Apply the ABC analysis for your current workplace. You may use ONE (1) at-risk behaviour that was identified in Part 5. You are to list the existing antecedents or triggers that encourage or discourage the at-risk behaviour. List down some possible consequences that encourage or discourage the at-risk behaviour. State new antecedents that trigger safe behaviours and new consequences to support that behaviour.

Group Observation

This assessment builds on what you learnt from the first assessment. Prepare a detailed structured or semi-structured observation instrument for application with a group of 5-20 people. The group should be not too small but not a really large group either. The task is to conduct a non-participant observation exercise for around 30 minutes. Conceptualize and identify the group, context and reasons for the observation. Collect your data and analyse it in depth. The group of subjects may be any type, and may be aware or unaware of your observation. If you plan to observe in schools and most institutions you will need permission. This also has ethics implications and ethical standards must be maintained at all times. Prepare a summary of your findings (six pages maximum; including a copy of the observation instrument). Of that two pages (max.) should discuss how the observation was conducted and how you analysed the data. Up to two pages should address your findings. The findings should be presented in a summary, but coherent manner. The findings from your observation are very important and are the key to this assessment. Finally include up to one page i-reflective critical analysis of your observation plus your observation schedule.
