Task 3 cyberwarfare

CYBERWARFARE

Competency 4028.1.4: Cyberwarfare Actors and Threats – The graduate formulates appropriate strategies for dealing with current cyberwarfare actors and threats from a U.S.-centric viewpoint.
Competency 4028.1.5: The Future of Cyberwarfare – The graduate predicts the future role of cyberwarfare, taking into consideration the evolution of cyber-related capabilities, current threats, and emerging technologies.

Task 3: Mission Assurance

Introduction:

Using the scenarios provided in each task, you will compose each of the three components of a cyberwarfare defense report. The entire defense report should be written for the Department of Defense (DoD) Chief Information Officer (CIO). The defense report has been broken into three tasks; each task should be submitted independently for scoring. Your report should be formatted in Arial 12-point font and double spaced. For this task, you will write the mission assurance portion of the defense report, which should be 2–4 pages long.

Task 1: Cyberwarfare History and APT Profiling (suggested length of 6–9 pages)
Task 2: SCADA Network Evaluation and Defense-in-Depth Strategies (suggested length of 6–9 pages)
Task 3: Safeguards and Systems (suggested length of 2–4 pages)

Scenario:

You are a cybersecurity analyst on the security team at Red Cell 637 Defense, a DoD contractor specializing in cyber operations and defensive strategies.

High-ranking federal government officials informed your team that recent intelligence shows an advanced persistent threat (APT) is looking at exploiting supply chain vulnerabilities against the computers that operate the Western Interconnection power grid. You are to assume that this APT originates from either a well-funded nation state or terrorist group. The APT has been able to probe and map the network over the course of several months. The officials have given your team access to classified intelligence indicating that the currently unidentified group may be planning to install malicious malware within the grid’s computer network that will disrupt power to eleven states.

Your team has been asked to work closely with the DoD, Department of Homeland Security (DHS), and other federal stakeholders to strengthen the security and safety of the power grid and its related computer information systems.

The DoD regards mission assurance as the ability to provide continuous operations despite attacks, system failures, or other disruptions. Mission assurance is a vital part of maintaining critical infrastructure protection. The final component of your plan is to develop protection and detection recommendations to secure against future cyber threats to the critical infrastructure services of the Western Interconnection power grid. You will need to clearly explain the safeguards you have selected, providing explicit detail (e.g., graphics, references) to ensure your recommendations are clear. You will explain how applying these safeguards considers the future role of cyberwarfare.

Requirements:

Your submission must be your original work. No more than a combined total of 30% of the submission and no more than a 10% match to any one individual source can be directly quoted or closely paraphrased from sources, even if cited correctly. Use the Turnitin Originality Report available in Taskstream as a guide for this measure of originality.

You must use the rubric to direct the creation of your submission because it provides detailed criteria that will be used to evaluate your work. Each requirement below may be evaluated by more than one rubric aspect. The rubric aspect titles may contain hyperlinks to relevant portions of the course.

A. Recommend specific safeguards to protect the delivery of critical infrastructure services at the Western Interconnection power grid. Be sure to explain how these recommended safeguards will protect the critical infrastructure services.

B. Describe how each safeguard you recommended would need to change over time with the evolution of cyber-related capabilities, changing threats, and emerging technologies.

C. Recommend functions or systems that would enable the timely detection of cybersecurity threats. Be sure to explain how each function or system would detect cybersecurity threats.

D. Describe how each function or system you recommended would need to change over time with the evolution of cyber-related capabilities, changing threats, and emerging technologies.

E. Acknowledge sources, using APA-formatted in-text citations and references, for content that is quoted, paraphrased, or summarized.

Journal entry

Assignment Details

Review the scenario, and then use the following to create a journal entry. Journal entries provide the writer with an opportunity to collect their thoughts and reflect in a less formal way than they would in a traditional essay. Although a journal is not a traditional essay in format or tone, all of the elements necessary for good writing still apply, including attention to grammar, thorough proofreading and spelling checks, and presenting views in an organized paragraph structure.

Scenario

You have been asked by your company to talk to a group of political leaders here in the United States. As you scan the crowd, you see only a few women in the audience. One week later, you give the same talk in Sweden and find there are a lot more women in the crowd. You ask yourself why.

Review the following statistics for women in government:

In the United States in 2015, women held 20% of the seats in Congress (Rutgers, 2017).
In 2014, women held 43.6% of the seats in the Swedish Parliament (Sweden, 2017).

Parental leave was a hot topic in the United States during the recent election. Parental leave policies may affect the representation of women in politics. Review the following statistics on parental leave (Popovich, 2014):
The United States currently offers 12 weeks of job-protected unpaid leave to working mothers.
Sweden offers 60 weeks of paid leave, which can be split between both mothers and fathers.
The following chart provides a visual comparison of paid maternal leave as of 2015 of several countries including the United States and Sweden (Popovich, 2014):
Write a journal entry which is 1-2 double-spaced pages in length that addresses the following questions. You are not required to include a cover page, but if you refer to information from your textbook or other sources, be sure you provide in-text citations in accordance with APA requirements. Make sure you refer to the rubric to ensure you address all the requirements for the paper.

Description: Do social policies such as parental leave affect how many women serve in government and other jobs? How?
Interpretation and reflection: What are the benefits of paid parental leave for society, for the population, and for health? What types of changes, if any, do you think the United States should make to its current parental leave policy?

Descriptive Essay

After reading the two articles by famous American authors on Description, you are to write a five
paragraph draft in the Descriptive Format. Vividly describe in a formal academic essay your chosen
topic. Do not write this like a narrative or a story. Take, for example, your favorite type of music:
If you decide to describe this, do not make it about you…the essay is about the music….leave out the
personal pronouns like I, me, my, you, your, us, our, we. Give the reader formal, academic information
(not from sources…but your general knowledge) about this type of music. Below you will see some
different sentences take from various paragraphs of a descriptive essay about rap.
Rap music sees a cultural phenomenon that inspires clothing trends, expressions, and the very way in
which many people choose to act in society as they want to mimic the rap artists they admire in the
videos they see. This music, born in the streets, stems from early roots where young people would write
lyrics on paper and hold “battles” that were wars of words set to a rhythmic beat. This flavorful type of
music had roots in the urban streets and gained popularity in the late seventies and early eighties.
The media seems fascinated with the influence Rap Music Rap music has in the present culture and
society today. Over time rap music has developed a lot of controversy in many ways, especially amongst
parental units and their teenagers. One controversy is a woman and how they are degraded in the lyrics.
Another reason that Rap music causes problems today is by the way that they portray drugs, alcohol,
and money to be something they are not. In Rap music violence is talked about frequently to be a normal
part of life. The media has not dampened its popularity as millions of iTunes downloads continue and
millions of tours and albums continue to great success.

Descriptive Essay Topics
Describe or Profile in a 2-4 page, (about 500 words) typed essay with 12 font, Times New Roman
style, and double-spaced, on one of the following topics.

Pick any music and describe or profile the impact of it on society, the dress, the artists, the
language…etc.
Follow the template format attached in the module.

IT Security Audit policy and plans

Project #4: IT Audit Policy and Plans
Company Background & Operating Environment
Use the assigned case study for information about “the company.”
Policy Issue & Plan of Action
The corporate board was recently briefed by the Chief Information Officer concerning the company’s IT Security Program and how this program

contributes to the company’s risk management strategy. During the briefing, the CIO presented assessment reports and audit findings from IT

security audits. These audits focused upon the technical infrastructure and the effectiveness and efficiency of the company’s

implementation of security controls. During the discussion period, members of the corporate board asked about audits of policy compliance

and assessments as to the degree that employees were (a) aware of IT security policies and (b) complying with these policies. The Chief

Information Officer was tasked with providing the following items to the board before its next quarterly meeting:
(a) Issue Specific Policy requiring an annual compliance audit for IT security policies as documented in the company’s Policy System
(b) Audit Plan for assessing employee awareness of and compliance with IT security policies
a. Are employees aware of the IT security policies in the Employee Handbook?
b. Do employees know their responsibilities under those policies?
(c) Audit Plan for assessing the IT security policy system
a. Do required policies exist?
b. Have they been updated within the past year?
c. Are the policies being reviewed and approved by the appropriate oversight authorities (managers, IT governance board, etc.)?
Your Task Assignment
As a staff member supporting the CISO, you have been asked to research this issue (auditing IT security policy compliance) and then prepare

an “approval draft” for a compliance policy. You must also research and draft two separate audit plans (a) employee compliance and (b)

policy system audit. The audit policy should not exceed two typed pages in length so you will need to be concise in your writing and only

include the most important elements for the policy. Make sure that you include a requirement for an assessment report to be provided to

company management and the corporate board of directors.
• For the employee compliance assessment, you must use an interview strategy which includes 10 or moremultiple choice questions that

can be used to construct a web-based survey of all employees. The questions should be split between (a) awareness of key policies and (b)

awareness of personal responsibilities in regards to compliance.
• For the policy system audit, you should use a documentation assessment strategy which reviews the contents of the individual

policies to determine when the policy was last updated, who “owns” the policy, who reviewed the policy, and who approved the policy for

implementation.
Research:
1. Review the weekly readings including the example audit assessment report.
2. Review work completed previously in this course which provides background about the IT Policy System and specific policies for the

case study company.
3. Find additional resources which discuss IT compliance audits and/or policy system audits.
Write:
1. Prepare briefing package with approval drafts of the three required documents. Place all three documents in a single MS Word (.doc

or .docx) files.
2. Your briefing package must contain the following:
• Executive Summary
• “Approval Drafts” for
o Issue Specific Policy for IT Security Policy Compliance Audits
o Audit Plan for IT Security Policy Awareness & Compliance (Employee Survey)
o Audit Plan for IT Security Policies Audit (Documentation Review)
As you write your policy and audit plans, make sure that you address security issues using standard cybersecurity terminology (e.g.5

Pillars of IA, 5 Pillars of Information Security). See the resources listed under Course Resources > Cybersecurity Concepts Review for

definitions and terminology.
3. Use a professional format for your policy documents and briefing package. Your policy documents should be consistently formatted

and easy to read.
4. Common phrases do not require citations. If there is doubt as to whether or not information requires attribution, provide a

footnote with publication information or use APA format citations and references.
5. You are expected to write grammatically correct English in every assignment that you submit for grading. Do not turn in any work

without (a) using spell check, (b) using grammar check, (c) verifying that your punctuation is correct and (d) reviewing your work for

correct word usage and correctly structured sentences and paragraphs.
Submit For Grading
Submit briefing package in MS Word format (.docx or .doc file) for grading using your assignment folder. (Attach the file.)
