Joshua Robinson underage sex case: Govt to consider higher penalties for such
offenders
The authorities will be considering how offenders such as mixed martial arts instructor
Joshua Robinson, who had sex with two underage girls, may be “dealt with more severely
through higher penalties,” said Home Affairs and Law Minister K. Shanmugam yesterday.
His remarks follow the Attorney-General’s Chambers’ statement that the public prosecutor
will not appeal against Robinson’s four-year jail term. The 39-year-old American pleaded
guilty to having unprotected sex with two 15-year-old girls and showing an obscene video to
a six-year-old.
His sentencing last Thursday sparked strong public reactions, with the father of the six-yearold expressing disappointment online. A petition calling for harsher punishment was also
started on Sunday.
“I can understand people’s unhappiness,” said Mr Shanmugam, who is on a working trip in
Australia. In a statement in response to media queries, he added that Robinson’s offences
were “more serious” than a range of other cases involving sex with underage girls. He cited
the cases of an 18-year-old youth who had sex with his 15-year-old girlfriend, and that
involving 51 men who were charged with having sex with an underage prostitute. They were
jailed for between four and 20 weeks each, he said.
“I have asked my officials to consider what approaches are necessary for offenders like
Robinson to be dealt with more severely through higher penalties,” said Mr Shanmugam.
Currently, as the sex was consensual, the law does not provide for caning. He added that the
original decision was “cleared at the highest levels – by the previous A-G himself, based on
precedents from previous cases.”
“In our system, decisions on prosecution, sentence to ask for, and appeals, are all within the
discretion of the AGC. We need to respect the decision of AGC,” he said.
“I do think that the sentences for such offences committed by Robinson need to be relooked
at. That is why I have asked my ministries to study this,” he added.
But he said it is premature to reveal what penalties are being considered.

have been debated in the discussions. It has led to the Home Affairs and Law Minister to
direct his ministries to review the existing law. The two articles provided below reflect some
of the discussions regarding this issue in Singapore.

Underage sex case: AGC not appealing against sentence

cross-examination

The public prosecutor will not appeal against mixed martial arts instructor Joshua Robinson’s
four-year jail sentence, the Attorney-General’s Chambers (AGC) said yesterday.
But the AGC will discuss with the Ministry of Law whether relevant legislation should be
reviewed to enhance sentencing for similar offenders in the future.
In a statement explaining its position yesterday, the AGC said that among its considerations
was that securing a guilty plea from Robinson spared his three young victims “the trauma of
testifying and being cross-examined at trial.”
The American’s sentence last Thursday sparked a strong public reaction. An online petition,
started on Sunday, called the punishment “unacceptable and absolutely intolerable.” It has
attracted more than 27,000 signatures.
Robinson, 39, was jailed for making obscene films, having consensual sex with two 15-yearold girls and showing an obscene clip to a six-year-old girl, among other offences.
The AGC said there were calls from the public for an appeal against the sentence imposed,
and for caning to be imposed. There were also public comments saying he had committed
“sexual assaults” and should have been charged with rape, statutory rape or outrage of
modesty.
But the AGC clarified that as the two victims were above 14 years of age when they had sex
with Robinson, he had not committed statutory rape. Under the law, having sex with a minor
below the age of 14 is recognised as statutory rape.
And because the girls consented to the sexual acts, he could not be charged with rape and
outrage of modesty. By the same token, these were not cases of sexual assault.
Responding to suggestions that he should have been sentenced to caning, the AGC added thatCOR160 Tutor-Marked Assignment

“caning is not provided for any of the offences Robinson was charged with.” The AGC said
its decision was “broadly in line with relevant sentencing precedents.”
The prosecution had sought a total sentence of four to five years’ imprisonment, and its
position was made known to the defence counsel and District Court at a pre-trial conference
last September. It was also conveyed to Robinson before he decided last December to plead
guilty.
In discharging its duties, the AGC said it does not differentiate between Singaporeans and
non-Singaporeans.
Home Affairs and Law Minister K. Shanmugam yesterday said “the original decision on
what sentences to ask for was cleared at the highest levels – by the previous A-G himself,
based on precedents from previous cases.”
But he added that if there is the sense that the sentences, based on precedents, are inadequate,
“we consider what can be done”.
“I do think that the sentences for such offences committed by Robinson need to be relooked
at,” he said. “That is why I have asked my ministries to study this.”
Said Association of Criminal Lawyers of Singapore president Sunil Sudheesan: “It would be
unfair to level undue pressure on the prosecution or district judge, given that they are basing
sentencing positions on established case law.”
Compared with similar cases, he noted, four years is a long sentence.
For instance, in 2015, the jail term of a 23-year-old man was increased from four to 10
months for having sex with a 14-year-old girl whom he met via an instant messaging
application.
When contacted, the six-year-old girl’s father told The Straits Times that he accepts
Robinson’s punishment and hopes the case raises awareness of the man’s conduct.
He also hopes the authorities will look into the existing system and consider having harsher
punishment for similar cases.
“That’s all I want, I want the Government to look into it,” he said. “As for my family and I,

Why is child sex offender’s sentence so lenient?

American mixed martial arts instructor Joshua Robinson was reported to have had
unprotected sex with two 15-year-old girls, filmed the acts, shown an obscene clip to a third
girl who was only six, and had in his possession 321 pornographic videos of children
(Trainer jailed for sex with minors, making obscene videos; March 3).
Details of his other offences were not reported.
Given the reported facts, his sentence of four years’ jail, with no caning, seems extremely
lenient.
Robinson was no opportunistic offender. He had prowled the Internet for underage girls.
While I accept that no case is identical, the sentences meted out to other similar offenders
seem far harsher in comparison to what Robinson was given.
For instance, Benjamin Sim Wei Liang was sentenced to 20½ years’ jail and 24 strokes of the
cane for offences of similar gravity (Man gets jail, cane for sexually abusing four underage
girls; July 31, 2015).

Beginning in the 1920’s with Jimmie Rodgers’ mix of yodeling, folk, blues, and “hillbilly” country; on into the 1930’s with singer, songwriter, fiddler, band leader, publisher and Grand Ole Opry icon Roy Acuff; Country Music started to shift from small ensembles of instruments (string bands) and/or singers such as The Carter Family, to that of the “solo singer-with-band” set up. This resulted in the post-World War II “honky-tonk” style featuring one of the greatest country performers and composers of all time-Hank Williams (1923-1953).

As Billie Holiday did so eloquently in Jazz, Hank also had the ability to communicate his art in a most personal manner. Both of these musical giants transcended the norm by singing with just the right balance of emotion and intensity, delivering it, as if each song were being sung just for you.

Coming from the same musical lineage as Bessie Smith, Ma Rainey, and Memphis Minnie before her, Willie Mae “Big Mama” Thornton (1926-1984) is yet another example of how the Blues and the entire African-American experience is unquestionably fundamental to the art form we are studying in this course.

Big Mama Thornton was the original artist to record (and claimed she was the composer of the song too) the classic tune called Hound Dog. A legal battle began, and the court sided with composers Lieber and Stoller, thereby keeping Big Mama Thornton from ever receiving any of the sizable royalties the song has accrued through numerous cover versions since her original version was recorded in 1952.

Jessica is a 32 y/old math teacher who presents to the ER with a friend for evaluation of sudden decrease of vision in the left eye. She denies any trauma

or injury. It started this morning when she woke up and has progressively worsened over the past few hours. She had some blurring of her vision 1 month ago

and thinks that may have been related to getting overheated, since it improved when she was able to get in a cool, air-conditioned environment. She has

some pain if she tries to move her eye, but none when she just rests. She is also unable to determine colors. She denies tearing or redness or exposure to

any chemicals. Nothing has made it better or worse.

She is normally healthy. She had chickenpox at age 10 and a tonsillectomy/adenoidectomy at age 11. She has no medical problems. She has never been

hospitalized. She has four children, all spontaneous vaginal deliveries. She completed a bachelor’s degree in mathematics and a master’s degree in

education. She quit smoking 10 years ago (two packs daily for 5 years); she drinks an occasional wine cooler, and she denies illicit drug use. Her father

has a coronary artery disease (he had a stent placed at age 67) and a mother with hypertension.

She denies fever, chills, night sweats, weight loss, fatigue, headache, changes in hearing, sore throat, nasal or sinus congestion, neck pain or stiffness,

chest pain or palpitations, shortness of breath or cough, abdominal pain, diarrhea, constipation, dysuria, vaginal discharge, swelling in the legs,

polyuria, polydipsia, and polyphagia.

Patient is alert; she appears anxious. BP 135/85 mm Hg; HR 64bpm and regular, RR 16 per minute, T: 98.5F. Visual acuity 20/200 in the left eye and 20/30 in

the right eye. Sclera white, conjunctivae clear. Unable to assess visual fields in the left side; visual fields on the right eye are intact. Pupil response

to light is diminished in the left eye and brisk in the right eye. The optic disc is swollen. Full range of motions; no swelling or deformity. Mental

status: Oriented x 3. Cranial nerves: I-XII intact; horizontal nystagmus is present. Muscles with normal bulk and tone; Normal finger to nose, negative

Romberg. Intact to temperature, vibration, and two-point discrimination in upper and lower extremities. Reflexes: 2+ and symmetric in biceps, triceps,

brachioradialis, patellar, and Achiles tendons; no Babinski.

Cultural Awareness

1. Purpose: Noncommissioned Officers are required to write two essays while in ALC; one
essay on a Cultural Awareness topic and the other on Branch History and Battle Analysis
Methodology in order to complete the ALC TRADOC requirements for each of these areas IAW
writing and correspondence. These writing projects will enable NCOs to develop their research
and writing skills to become more effective leaders. This policy will outline guidelines with how
each of these essays will be written and detailed instruction on those topics and ideas.
2. Essay Guidelines. Prepare one individual essay and one essay as a group, each with a main
body of 3-5 pages in length (length does not include title or reference pages) using the American
Psychological Association (APA) format/writing style. The essays will include the following in
this order:

1. Title Page. Your essay will not contain an Abstract.

2. Header with the title of the paper in all caps and page number (the words “Running

Headz” appear before the header title on the title page only).

3. 3-5 page main body that begins with an introductory paragraph and ends with a

4. Reference page with a minimum of three references.

General Guidelines:

Conduct library/intemet research from credible sources (Wikipedia is not credible).

Type your essay on a computer and print it out on standard, white 8.5 x 11-inch paper.

Double-space the text of your paper; use Ariel or Times New Roman with font size 12 pt.

Leave two spaces after the end of each sentence.

Set the margins of your document to one-inch on all sides. Indent the first line of a

paragraph one half-inch (five spaces or press tab once) from the left margin.

Follow the guidelines provided by your instructor.
3. Evaluation. Your essays are evaluated on content, use of active voice, structure, spelling,
punctuation, grammar, and clarity. In order to receive an overall superior score, you must have
the correct format, have conducted research from multiple sources, and the ideas presented must
be original and written clearly.

Instructions:  A major skill that is learned in this course is how to critically read and critique nursing research articles.  The purpose for critiquing an article is to critically evaluate the research process followed by the author(s) of the assigned article. This is an information and time intensive process that is not learned overnight.   To demonstrate your skill at critiquing an article, you will complete this open-book multiple choice assignment.

 

Here’s how you should approach completing this week’s assignment to finish critiquing an article:

 

1. First, do your assigned reading in Grove, Gray, and Burns (2015) and complete the reading worksheets early in the week. This will introduce you to the critique skills you will need for the week.

 

2. Skim the entire instructor assigned research article that has been posted on Blackboard for you so that you will have an idea of what it is about. Then, for this week, re-read carefully the first half of the article, starting with the abstract and stopping after the first paragraph of the results or “findings” section.

 

3. Print this document and find the best answer to each question below based on your Grove, Gray, and Burns (2015) assigned reading for the week and what you have read in the instructor assigned research article.

 

4. Some of the questions in the critique assignment below will seem unfamiliar to you. Look up key terms from the question in your textbook. Some examples of these terms might be: problem statement, variables, and cross-sectional. You can also look in Chapter 12 for an example of a critical appraisal (or critique) of a quantitative research article.

 

5. Once you have completed this assignment “on paper”, go into blackboard and enter your answers by the assignment due date and time listed in the syllabus. Ignore any wording from Blackboard that indicates that “this is a test” and carefully enter your answers from this document.
