Financing Public Health Care

Financing Public Health Care :
When identifying the characteristics of strong leadership, the research literature places a high value on the importance on the ‘soft skills’ of leaders (Riggio & Tan, 2013). The term ‘soft skills’ references leaders’ ability to interact with others. Soft skills can define strong leadership, but they should not overshadow other key skills, including management of finances. Although profit acquisition is not the end goal for the practice of public health endeavours, an awareness of financing and funding measures is indispensable for a strong leader in public health.

As a leader in public health, you will be challenged with finding ways to fund health systems. What other challenges, beyond just finding funds, will arise? For your second Individual Assignment, you will take a leadership position and research and suggest ways to solve these questions in a region of your choosing.

To complete this Individual Assignment:

Submit a paper in which you address the following:

◾Summarise the region of the world you selected. Include some brief public health information about the region, including the average length of life and the main diseases from which people die. Describe how the health care system/s are organised.
◾Evaluate methods for financing health systems in your selected region. Your evaluation should be based on factors such as the amount of financing, its reliability and how its use is governed and overseen.
◾Describe leadership challenges that you might face arising from funding issues.
◾You should fully state and justify any choices or assumptions that you make using the suggested readings for this unit as well as your own research. Include references to any sources you have used. All sources should be cited using Harvard Referencing Style.
Note: This Individual Assignment will become a part of your Final Project. You will receive feedback on this work from your Faculty Member and will be expected to incorporate any suggestions into the Final Project

ASSIGNMENT FAQ
Q. When we do the current budget, do we need to put tax in it? If we do, should the tax include the income tax and super contribution tax?
A. You should think of the budget as a cash flow statement. So yes eventually tax would come out of it if the couple will have to pay it to the government.

Q. When we analyse the financial position of this couple, I think we should use the financial ratios from lecture 2, but we are not quite clear how to get some figures, such as current debt in liquidity ratio, in this assignment, is it the credit card+overdraft+the part of mortgage & car loan which should be repaid this year?
A. Yes some figures aren’t clear. You would need to get some estimates for things such as the current year’s mortgage repayments and car loans. This is up to your judgment and research.
Q. How should we allocate the asset category of personal items and home contents and superannuation?
A. Superannuation is usually decomposed into different asset classes. It is not a separate asset class. Personal items and home contents insurance is not part of asset allocation.

Q. What are the projected returns of their investments?
A. You must do some research into similar funds to find what are reasonable rates of returns for their given investments or investments that you recommends to them. This also applies to other items such as superannuation and insurance premium costs.

Q. What are some tips to doing well in the assignment?
A. Read ahead of lecture notes as there may be strategies there to help couple (e.g. on retirement planning). Follow the weekly tips in class. Also follow the marking rubric.

Cost of Health Care

health, or the absence of such, can be very expensive. Many vulnerable populations simply do not have private funds available to pay for their care. Relating your research to individuals with mental conditions, select a mental illness of your choice and discuss your response to the following questions:

• What public financing resources are available to individuals with this particular mental condition?
• What are the eligibility requirements and restrictions to receive these funds?
• What happens if eligibility standards/requirements are not met by those with this illness?
• Research and discuss two methods of alternative funding for care for this group. What are the benefits and limitations of the methods you discussed?

Your initial contribution should be 250 to 300 words in length. Your research and claims must be supported by a minimum of two scholarly sources beyond your course text. Use proper APA formatting for in-text citations and references

Psychological Assessment Report

aim of this assignment is to give students the experience of writing a psychological assessment report, similar to reports completed by professional psychologists. The preparation for this report will involve administering two psychological tests to a “client”, aged between 65-75 years, taking a brief, relevant history and observations during the interview, and conducting a literature review on the tests involved. The report will include a written description of the tests, their psychometric properties and any other relevant information (e.g. the effects of age on test performance), a description of the client’s relevant history, details of any observations during the testing session, a report of their test performance, an interpretation of their test performance and a summary.
This assignment will provide you with the opportunity to:

Conduct a literature review on the psychological tests and their psychometric properties
Administer psychological tests to an older adult
Score, and interpret tests scores appropriately
Write a psychological assessment report
Guidelines for the Psychological Assessment Report will be given to students in the course. There will be a lecture and practical session dedicated to the research report in week 7. Questions about the assignment should be posted on the corresponding Learnonline course forum.
Your report should be word-processed on A-4 size paper, font size 12, with a 3cm margin, and with 1.5 line spacing. All pages must be numbered. The word limit of the report is 2500 words without references. Reports exceeding the limit by more than 10% will be penalized at a percentage corresponding to the percentage of excess words (e.g. a 11% deduction for 11% excess).
Reports should conform to APA writing and referencing style. See: Publication Manual of the American Psychological Association, 6th ed, 2010, American Psychological Association, Washington, DC
