Topic: Impact of Safety Management System (SMS) on the profitability of Construction
Companies and work productivity of Workers in Hong Kong.
Introduction: Essentially, this paper needs to consider how costs, efforts and the need to enforce mandatory Occupational Safety and health laws impinges on the profitability of construction companies in Hong Kong (i.e. Cheung Kee Fung Cheung Construction Co. Ltd, Leighton Asia, Gammon Construction Ltd, Hip Hing Construction Co. Ltd, Paul Y. Engineering Group, ChunWo Construction Engineering Co. Ltd, etc.) and worker productivity over time.
Aim and objective of this paper: Chief aim is to consider impacts of SMS, its identification, evaluation and determination and also how this, constructively or otherwise, impacts on profitability and productivity of work force constituents.
Problem Statement: Escalating, incessant costs of enforcing SMS do erode profitability and work constraints imposed by SMS do reduce work productivity of workers in mandated Construction Companies in Hong Kong.
Thesis statement: Impacts of profitability and work productivity in construction industry are major facets that need be addressed in the domains of SMS.
Research Questions:
1. What are the impacts of SMS on profitability of those construction companies mentioned above given that this industry is in mandated need of SMS in terms of Occupational safety, health and other dictates?
2. What are the impacts of SMS on work productivity of work force in those construction companies given that this industry is in mandated need of SMS in terms of Occupational safety, health and other dictates- The Factories and Industrial Undertakings (Safety Management) Regulations (F&IU(SM)R) released by the Labour Department of the Hong Kong Government?
3. What are the chief benefits and barriers of enforcing SMS in those construction firms and how could these be gained or mitigated?
Literature Review: Needs to consider a cache of well chosen articles, book reviews and web resources on the topic of how greater impacts of SMS in terms of investment costs, efficiency costs and deployment expenses may erode profitability in those Construction companies, but also help in reducing cost of accidents, insurance costs and worker compensation expenses in the eventuality of on- the- job accidents which could have been avoided through SMS strategies. Thus cost benefits, cost effectiveness and investment resourcing are major factors that need to be addressed in domains of profitability of those construction companies and work productivity of workers.
Methodology: This segment needs to offer both qualitative and quantitative methods for evaluating and investigating the issues regarding the topic. Qualitative methods would be through surveys, company data, observational studies and cohort studies of selected population using questionaires and interviews. Quantitative studies would envisage statistical data interpretation using appropriate tools like Multiple Regressive studies between SMS and variables like profitability/ work productivity of Workers in these sectors. The t-test / ANOVA / the Chi Square x 2 Test should be used when analysis the data and presented in graphic form.
