Public relations is valued for its strategic contributions, one of which is developing problem-solving strategies for the entire organization. Strategic Homeland Intervention, Enforcement, and Logistics Division

S.H.I.E.L.D. (Strategic Homeland Intervention, Enforcement, and Logistics Division) is a government agency that is responsible for law enforcement and counter-terrorism measures. It was recently infiltrated by the villain organization HYDRA, which discredited S.H.I.E.L.D. and then destroyed not only its reputation, but also its headquarters and killed many of its agents. Under the leadership of some of the remaining agents, including Phil Coulson, Steve Rogers, and Sharon Carter, S.H.I.E.L.D. is now rebuilding and striking back at HYDRA.

Steve Rogers, also known as Captain America, will be in charge of retraining agents with special abilities and superheroes. Sharon Carter is working on rebuilding the headquarters and the technology. This leaves Phil Coulson in charge of human resources. Between the three of them, they’ve determine three different types of operations to conduct to expose and eliminate HYDRA, and the following information is about the resources needed and the success level of each type of operation:

Your job is to use your OPR skills to help The Captain and Agents Carter and Coulson with their efforts. Here are the goals that they have determined, in order of importance:

Maintain the current employment level of 40 agents, avoid increasing the number until they can be sure that new, trustworthy agents can be recruited and trained.

Billionaire Tony Stark has pledged financial resources of $55 million for these operations. Keep the total costs to less than $55 million.

Eliminate at least 1,250 HYDRA agents.

S.H.I.E.L.D. will strike back at HYDRA with simultaneous operations so as to try to surprise and overwhelm them. Help them defeat HYDRA by determining how many of each type of operation to run.

2 Case description
The insurance company �Caredenia� is established for more than 100 years in some Europe-an countries and has established a high reputation in the area of health insurance. Caredenia�s key to success were their very competitive products for health insurance. In benchmark tests their health insurance products were always among the very best. Therefore sales has never really been a challenge for Caredenia since customers actively approached the company for buying their products. Still, earnings were rather high.
In recent years, however, the market changed fundamentally. First, costs of health care in-creased dramatically. Second, new players particularly in the area of online/direct insurers entered the market. Online/direct insurers have significant cost advantages since they do not run an extensive network of insurance agencies. They rather sell and process insurances di-rectly via internet. Third, the health insurance market faces evermore legal regulations that affect Caredenia�s business. The future of health care and health insurances respectively is unclear.
Consequently, Caredenia has to improve the efficiency of their business and they have to improve the effectiveness and power of their sales department. Next to organizational changes, IT and information systems are pivotal for this transformation.
