Interview and Summative Evaluation
In this assessment, you will take a closer look at your chosen organization or program. Specifically, you will undertake to evaluate the

effectiveness of the program.
In order to acquire the information on which to base your evaluation, you will conduct an interview with a knowledgeable individual in the

organization. Use the Program Evaluation Guide (SEE BELOW) to help you formulate your questions for the interview.
Additional information you may require for your evaluation may be available in databanks, public information, information in the Web site, et

cetera, that focus specifically on the service program you have chosen.
Your summative evaluation should include the following:
• A brief re-statement of the overall picture of the group: its name, year of integration, target demographic, purpose and goals,

proportion of staff, volunteers, and recipients, budget, and a description of the practices it incorporates to meet its goals.
• The name, position, responsibilities, and contact information of the person you interviewed.
• Your evaluation of how this demographic is best served through this organization and the social structures that contribute to the

population within the program. Be sure to include the following:

 The effectiveness of the ways in which the program addresses the cultural needs of the population at the individual, family, and

community levels.
 The effectiveness of the ways in which the program leverages the cultural identification of the population in its service delivery.
 The challenges the program faces, including ethical and legal challenges and the effectiveness with which it responds to them.
 How government agencies, funding, and economics support or deter the service delivery of this program.
 An evaluation of the theory of service acquisition and its usefulness in undergirding program development and the types of support the

organization provides.

PROGRAM EVALUATION GUIDE
The form that evaluation questions should take is shaped by the functions they must perform. Their principal role is to focus the evaluation on

the areas of program performance at issue for key decision makers and stakeholders. They should also be able to facilitate the design of a data

collection procedure that will provide meaningful information about that area of performance. In particular, a good evaluation question must

identify a distinct dimension of relevant program performance and do so in such a way that the quality of the performance can be credibly

assessed. Such assessment, in turn, requires an accurate description of the nature of the performance and some standard by which it can be

evaluated. (page 71)
5. ASSESSMENT OF PROGRAM COST AND EFFICIENCY
• Are resources used efficiently?
• Is the cost reasonable in relation to the magnitude of the benefits?
• Would alternative approaches yield equivalent benefits at less cost?
4. ASSESSMENT OF PROGRAM OUTCOMES/IMPACT
• Are the outcome goals and objectives being achieved?
• Do the services have beneficial effects on the recipients?
• Do the services have adverse side effects on the recipients?
• Are some recipients affected more by the services than others?
• Is the problem or situation the services are intended to address made better?
3. ASSESSMENT OF PROGRAM PROCESS AND IMPLEMENTATION
• Are administrative and service objectives being met?
• Are the intended services being delivered to the intended persons?
• Are there needy but unserved persons the program is not reaching?
• Once in service, do sufficient numbers of clients complete service?
• Are the clients satisfied with the services?
• Are administrative, organizational, and personnel functions handled well?
